Policies and Guidelines





Section 1; Vehicle policy:

A: Unless specified and allowed by the Chief or the Estate Owner all members will use the provided vehicles for normal patrol duties
B: If approved to use a personal vehicle (POV) for normal or non-standard patrol duties these vehicles should be picked up at the end of the patrol to help conserve sim resources (this especially applies to the Alvensleben sim) (unless pre-approved by the Chief or the Estate Owner.
C: If approved the Chief will provide a written (no modify) note card to the Harbor Patrol Officer in question allowing permission to operate a POV on the Firelands Properties sims. A copy of this note is to be sent to sim ownership
D: POV’s may be left on sim at the discretion of the Chief (typically in the case of a POV being of a type unowned by sim ownership or the Chief) and the Chief deems it useful for the entire department
E: ALL POV’s must be set to the Harbor Patrol group without exception (so they may be moved by the sim ownership or managers if needed)
F: No POV's are to be used at the Alvensleben sim effective Sept. 1, 2015

Section 2, Divisions / sections within the department:
A: Administration
B: Internal Affairs
C: Investigations
D: Emergency Services Unit / Special Weapons and Tactics
E: Patrol
F: Maritime Operations
G: Estate Security

A: Administration - typically handled by both the Deputy Chief and the Internal Affairs Officer. Administrators assign members to their appointed roles. They also assist in equipping new members or updating current membership with new equipment or uniforms.

B: Internal Affairs - operational rank of Lieutenant and is the eyes and ears of the Estate Owner and the Estate Management. The Estate Owner and Estate Manager are typically too busy to be "hands on" with the day to day decision making process of the Harbor Patrol. The Internal Affairs Officer consults regularly with the Estate Owner as well as the Port Authority Harbor Patrol Chief. Also provides administrative assistance. Can or may fill in for ANY Harbor Patrol Officer when they are out on leave or suspension. Also, conducts investigation into any complaints filed against members of the Harbor Patrol.

C: Investigations and Detective Roles - are role played positions within the Harbor Patrol

D: E.S.U. / S,W,A,T, - a role played position within the Harbor Patrol; also can or may act as Estate Security per the Estate Owner or Manager for special "on sim" events as needed.

E: Patrol - a role played position within the Harbor Patrol. Officer conduct regular patrols of all the Firelands Properties Land Holdings via air, sea, water, or land. Vehicles are provided for most scenarios.

F: Maritime Operations - this is a role play AND Estate Security position. Members acting as Maritime Operations Officers conduct regular patrols and will watch for discarded boats, aircraft, or other vehicles that become "lost" during the typical sim crossings on all Firelands Properties Land Holdings. Maritime Operations members may also assist new renters with finding a proper sized mooring to lease and can also point out known vacancies as long as those vacancies are located on other Firelands Properties Land Holdings.

G:  Estate Security - this is a non-role play position within the Port Authority and Harbor Patrol. Members interested in acting as Estate Security Officers must apply separately to either the Estate Owner, the Estate Manager, or the Internal Affairs Officer.
Minimum requirements for an applicant to be considered:
  • Minimum 1 year in Second Life (unless providing a verified "alt")
  • Previous experience as either an estate manager or security officer
  • Know when to role play and when not to
  • Estate Security Officers are expected to be polite with guests and residents at all times

Section 3, Ranks:
A: Chief
B: Deputy Chief
C: Captain
D: Lieutenant
E: Lieutenant of Internal Affairs
F: Patrol Officer
G. Detective
H: Probationary

Chief -  is the department leader. The Chief is responsible for the day to day operation of the department and delegating duties to the other officers and members of the Port Authority Harbor Patrol. The Chief may appoint members to officer level positions after consulting with either the Internal Affairs Officer or the Estate Owner.

The Chief reports and is responsible to the following people:
  • The Estate Owner 
  • The Estate Manager / Harbor Master
Deputy Chief - is the department administrator. This Officer does record keeping for training, attendance, calls, etc. They are basically the "right hand" of the Chief. Assigns duties to the other officers and is typically responsible for disciplinary actions if and when required.

Captain - assigns designated patrols to Lieutenants, Patrol Officers, Maritime Officers, and assigns a "mentor" to probationary members.


Lieutenant - is responsible for coordinating training, special estate event security.

Lieutenant of Internal Affairs - while expected to follow the normal chain of chain of command, the Lieutenant of Internal Affairs may supersede the chain to report directly to the Chief is needed. The Lieutenant of Internal Affairs may also supersede the Chief and report directly the the Estate Owner or Manager in times of dire need. This Officer is also the "eyes and ears" of the Estate Owner and management team since the Owner or Management Team cannot always participate due to estate duties that must take priority.

Patrol Officer - a role played position within the Harbor Patrol. Officer conduct regular patrols of all the Firelands Properties Land Holdings via air, sea, water, or land. Vehicles are provided for most scenarios.

Detective -  a role played position within the Harbor Patrol. Officer conduct regular patrols of all the Firelands Properties Land Holdings via air, sea, water, or land. Vehicles are provided for most scenarios. Unmarked vehicles will be allowed by the Estate Owner but must be approved by the Chief for use during role play. Please follow the above mentioned vehicle policy and remove them from the sim when not in use to conserve sim resources.

Maritime Operations Officer - member is responsible for regular patrols by sea or air of all Firelands Properties Land Holdings. Some duties include returning "lost" aircraft or sea vessels which is a regular occurrence during sim crossings

Probationary Member -  all new members will go through a (30) day probationary or trial period effective September 21, 2015. A department Captain will immediately assign a probationary member a Mentor to supervise the probationary period. Any probationary member successfully completing their (30) day period will be promoted to the permanent rank of Patrol Officer or Maritime Officer depending on their chosen career track.


Probationary Membership requirements and expectations:
  1. Probationary members must remain in good standing with the department based on attendance and role play interactions with other members, other agencies, as well as estate residents.
  2. Any probationary member not following department procedure (s) will receive only (1) warning; a second violation of policy will result in immediate termination as well as a loss of any estate privileges. 
  3. Probationary members will be asked to choose a career track and are required to announce their choice to their Mentor within the first (2) weeks of their probationary period.
Career Paths:
  • Patrol Officer
  • Maritime Operations Officer
 Patrol Officer: 
  •  typically patrol by foot or by land vehicle (car, truck, SUV, ATV, etc)  
  • may patrol by air in a provided department helicopter 
Maritime Operations Officer:
  • typically patrols by watercraft or aircraft  
  •  Some duties include returning "lost" aircraft or sea vessels which is a regular occurrence during sim crossings
